Plans push forward for La Salle County Nursing Home flood wall

Plans to build a flood wall protecting the La Salle County Nursing Home are moving forward.

The La Salle County Board has hired North Central Illinois Council of Governments for $30,000 to handle the paperwork involved in getting a $450,000 grant. The plan is to build a flood wall along the Illinois River on the south side of the nursing home in Ottawa extending to Dee Bennett Road.

The total cost of the flood wall is expected to exceed one million dollars. The nursing home has been evacuated three times in the last five years because of flooding.

Peru hoping to change floodway to floodplain

The next historic flood of the Illinois River could put Peru’s east wastewater treatment plant underwater. The sewage plant had to be surrounded with sandbags during the record high flood in April 2013. City officials want to have a flood wall built but first they need a permit from the Illinois Department of Natural Resources.

City Engineer Eric Carls say flood walls or even an outbuilding require a building permit from IDNR because the property is in a floodway. He thinks a flood way study could remove the sewage plant and seven neighboring companies from the floodway.

The study isn’t cheap. The city council Monday approved paying Chamlin and Associates $50,000 for the study. The cost also includes $10,000 to pay IDNR to review it. Carls estimates the permit to build the flood wall would cost the city $29,000.

If they could get the area changed to a floodplain instead, businesses like ADM or Quality Liquid Feed wouldn’t need to ask IDNR for an expensive permit, they would ask the city instead. He’s hoping the businesses would help pay for the study.

La Salle County receives grant for nursing home flood wall

When the Illinois River floods enough, it’s hard to reach the La Salle County Nursing Home and Highway Department. A levee is being extended behind the buildings to handle future flooding.

A good chunk of the project is being paid for with a state grant worth $450,000. The Illinois Department of Commerce and Economic Opportunity announced the grant recipients Thursday. La Salle County Engineer Larry Kinzer had estimated the wall to cost $750,000 and was hoping the county would receive a grant.

Also receiving grant money to prevent flooding and water problems is Tonica. They are receiving $350,000 for a lift station upgrade.
