The House has sent the Senate a new temporary spending bill, but Senate leaders are calling it pointless. The Senate is expected to reject the measure because it tacks on a one-year delay of the new health care law. And the Senate isn’t expected to meet until tomorrow, leaving only a few hours for Congress to reach agreement on a bill to avert a partial government shutdown Tuesday morning.
