Man killed in Christmas Eve crash in Marshall County

Snowy and icy roads likely played a role in a crash that killed a man and injured two others in Marshall County.

Shortly before 1pm Friday, Christmas Eve, police believe 45 year old Daniel Terando of Peoria lost control on the slick road and was hit by an oncoming car near the Marshall-Peoria County line.

Terando was pronounced dead at the scene.  Ryan Armstrong of Chillicothe and a woman with him, Jennifer Killen of Chillicothe were taken to Methodist Medical Center in Peoria.

The accident remains under investigation.

Casino revenues fall

The Illinois Casino Gaming Association says that casino revenues have fallen about 32 percent in three years. The Daily Herald reports Sunday that the cities of Aurora and Elgin have seen lower tax revenue over the last few years. Aurora city spokesman Kevin Stahr says the city ended capital improvement projects. Nonprofit groups in Elgin that have funding linked to the local riverboat casino have seen less money. Association executive director Tom Swoik blames about 20 percent of the drop in casino revenue on the statewide smoking ban. The rest he says is because of the economic downturn. Elgin’s $26.8 million in casino proceeds in 2008 fell to $22.15 million the next year.

Cost of a DUI accident

Seems law enforcement is serious about safe holiday driving. IDOT says more than two hundred law enforcement agencies will partner with State Police for an additional 1.3 million dollars in traffic enforcement at the end of 2010. It means over one hundred roadside safety checks and more than two hundred late night safety belt enforcement zones. Included also is media ads. IDOT, health care professionals and law enforcement estimate a DUI arrest could cost someone 19-thousand dollars and jail time. Add a hospital visit and the cost is some 70-thousand dollars more. State Police advise you to use a designated driver if you’re going to a holiday party. Also use a seatbelt and if you have no designated driver, use a taxi.

Christmas in Jail

The Rev. Jesse Jackson is challenging inmates nationwide to turn their lives around and register to vote. The longtime civil rights leader hosted an emotional and music-filled Christmas service for detainees at Cook County Boot Camp, a military-style program for non-violent offenders. It’s located on the same campus as Cook County Jail, the country’s largest single-site county jail. Jackson has addressed inmates on Christmas for more than thirty years. Detainee Christian Aguilar says boot camp has given him discipline. He graduates next month and found Jackson’s message inspiring. The 23-year-old suburban Chicago man pleaded guilty to DUI in 2008.

A quiet Christmas

One apparently intoxicated driver was removed from Peru streets about 9:30 Christmas night. 24-year old Lisa Anson of Peru was stopped at Fourth and Harrison. She was charged with DUI, DUI over .08, speeding, not wearing a seatbelt and having no valid drivers license. She received a notice to appear.

Road Conditions

East/West rural roads had drifted significantly overnight. Roads had drifts, a coating of snow or scattered ice and snow spots. I-39 and I-80 are dry. Winds will stay out of the North today so drifting may again be an issue on some rural roads.
